Wanamingo Township January 19, 2023 Meeting Minutes

The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, January 19, 2023 by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane and John Hegseth. Kerry Olson was absent. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by John to approve the minutes. 2nd by Tom.  Motion carries. Treasurer's report was read by Nancy.  Motion by Tom to approve the treasurer’s report.  2nd by John.  Motion carries.

Present Bills: Motion by Tom to pay to the bills. 2nd by John. Motion carries.Tom would like the RDO bill for the new grader reviewed by Kerry before mailing. Tom wasn't sure what warranty work was covered.

Building Permits: none

Sheriff's Deputy Matt Garrick was present to answer any questions we had. Due to the fact that we didn't know a deputy would be present we weren't prepared. Tom did mention the REA theft of copper that occured in the parking lot. Deputy Aaron Moser was able to view our camera information so this theft is under investigation. Tamra mentioned seeing on the KDHL website info about a catalytic converter pilot program and she sent Deputy Jen Hofschulte an email asking if this is something used by Goodhue County. The Board thanked Matt for attending and keeping us informed.

County Commissioner Todd Greseth called in. He is aware we are waiting for additional reimbursement from the County for engineering fees on bridge L0698. He stated there is a 4.69% levy increase. Wages are being looked at. Union negotiations are being worked on. The County needs to find employees. Todd thanked the board for doing what they do. The Board  thanked Todd for the updates.

    Updates:
        Roads: Kerry Olson was absent. He was busy plowing roads.
        Tamra and Kerry need to complete the road map as it needs to be turned in at the Goodhue Township meeting
        Tom will call Troy Gilchrist concerning the road vacation
        Bridge L0698 needs the final engineering bill paid and then we need to get reimbursed. 90th Ave bridge will need to have easements signed.     
    Board of Appeals will be onThursday, April 20, 2023 at 12:00 (noon) at the Wanamingo Town Hall. Tom is out of town from March 15 - May 1 so he cannot attend.
        Election filing ended on January 17 with John filing for supervisor and Nancy filing for treasurer. Filing fees were collected.
    
    
New Business:
    December calls for service were 17.
    We received several calls from residents with icy road complaints.
    Email from Chad Hildebrand with SWCD.  It was felt that Kerry would be the best person to know where the weeds are in the township.
    The Board is interested in the Township Mapping GIS program sponsored by the County. Information would be on the County's website. Tamra will let them know.
    Tamra received a letter asking for financial support of the Goodhue County Fair
    Reminder that it is MAT Township Day at the Capital Feb. 1-2, 2023
    The Wanamingo Fire Contract was signed and the bill paid. There is an increase of approx. $650.00
    Reminder that the Wanamingo Fire Dept's annual meeting will be Mon, Feb. 6 with social hour 6 PM
    Reminder that the Goodhue Township annual meeting will be Sat. Feb. 11, 2023 at 9 AM at the Zumbrota VFW. They are still looking for an additional board member.
    Motion by Tom to appoint Tamra Berg, Kerry Olson, Chad Quiggle, Dorothy Hjermstad, Kim Thompson, Rae Rusnak and Tom Shane as election judges for the March 14, 2023 township election. 2nd by John. Motion carries. Tamra will secure the judges for that night.
    Absentee voting supplies will need to be picked up in Red Wing Feb. 6-9. Absentee voting will be Feb. 10 – March 13. Clerk's office open March 10, 10AM-3PM
We will need to hold a Board of Audit at the Feb. 16th meeting.
Reminder that the Township Election and Annual Meeting will be on Tuesday, March 14 with voting from 5-8 PM.  Annual meeting will follow.  Board of Canvas will follow meeting
There is a Spring Officers Training on  March 21 in Rochester
2023 mileage rates have  increased to 65.5 cents a mile

February 16, 2023 Meeting Minutes

The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, February 16, 2023 by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by Tom to approve the minutes. 2nd by Kerry.  Motion carries.

County Commissioner Todd Greseth was present to give an update. The County is still dealing with staffing issues. They need jailers. They are looking at a pay study. The 3 year contracts are signed. Taxes are going up. He also mentioned about the MAT insurance fraud case that was brought up at the Township/County meeting. The board thanked Todd for keeping us informed.

Treasurer's report was read by Nancy.  Motion by Kerry to approve the treasurer’s report.  2nd by John.  Motion carries.

Present Bills: Motion by Tom to pay to the Kerry . 2nd by John. Kerry abstains. Motion carries. Motion by Tom to pay the remaining bills. 2nd by Kerry. Motion carries.

Old Business:
Planning & Zoning: no update
    Road Updates: Kerry reported that 75-80% of the snow is off the roads so there is rock exposure. Snow has been pushed back. Roads are getting rutted up. Equipment is in good shape. He plans to use the grader once the rocks get dried out to smooth things out.
    Road vacation: Tom had a copy of a resolution from Troy Gilchrist to initiate the town road vacation procedure. Tom will call Troy to ask how this gets handled at the annual meeting. If it is voted against does that end the process? Is a public meeting to be held 30 days from the date of the resolution if it is voted for?
    Bridges: The remaining engineering billings for bridge L0698 have been submitted to the County so we are waiting for payment. Bridge on 90th Ave. is scheduled for 2024.
    The Board of Appeals will be on Thursday, April 20, 2023 at 12:00 (noon) at the Wanamingo Town Hall. Tom is out of town.
    Kerry Olson, Tamra Berg and Chad Quiggle will work as election judges for the Annual Meeting on Tuesday, March 14,    
    At the Fire Dept. meeting they talked about pursuring the purchase of a new truck. Our contract cost has gone up. The have gotten new turn-out gear.
    Tamra and Kerry attended the Goodhue Township Officers meeting in Zumbrota. Steve McNamara chose not to seek reelection. They were able to get 2 nominees to fill the vacancies. The townroad map that Kerry and Tamra worked on  was given to the County. Several reports given from the County Dept. heads. Tamra was told by Sheriff Kelly that a deputy will try to be at every township meeting. We also received an updated zoning and dwelling map.

New Business:
    January calls for service were 21
    Tamra has forwarded the email from Chad Hildebrand concerning noxious weeds to Kerry who will be the contact person. A contract will need to be put in place.
    The Indebtedness form has been completed by Tamra and sent to the County
    The MATIT Workman's Comp Payroll Audit report was completed and sent to MATIT.
    Tamra has picked up absentee voting supplies in Red Wing. Saturday, March 11 from 10-noon the clerk’s office will be open at the town hall for absentee voting with Monday, March 13 as the last day to apply for an absentee ballot.
    A Notice of election and sample ballot will be posted  and a notice will be sent to the newspapers. Election is Tuesday, March 14 with voting from 5-8 PM. Meeting to follow.
There will be a Spring Officers Training on March 21 in Rochester
    Tom made a motion appointing John Hegseth as Vice-chair during his absence. 2nd by Kerry. Motion carries.
    The W-2’s had been mailed out
    Annual Meeting topics to be discussed: road vacation, 114th Ave is too tight for Kerry to plow. He got stuck there. Tom will talk to Ray Schoenfelder, Reports from Gregg Erickson for the Ambulance, John for the Fire Dept., Tamra for Planning and Zoning, Kerry for the roads.
    The supervisors reviewed the Board of Audit with treasurer and clerk locating random canceled checks and deposits selected by the supervisors. Reporting forms and statements were reviewed.

Nancy did note that we have recieved the reimbursement from the County for the additional engineering fees from bridge L0698. The amount will be on April's statement.

Planning & Zoning: no update
    Road Updates: Kerry said that the roads are in poor shape due to all the moisture. They need to dry out. He had gotten some resident complaints about the road conditions and when he checked with other townships they were dealing with the same poor road conditions.
    At the annual meeting Tom Shane had presented a resolution to vacate the minimum maintenance road of the eastern most 1/2 mile of 420th Street (Way) and the electors present voted to approve the vacation. John also read a MN statute concerning road vacation. The following residents will need to be notified by mail of an upcoming hearing: Jeff Pullar, Steve and George Rostad, Lee Bros. and Jeff Engstrom. May 4 is a possible date for the public hearing.
    Bridges: Recieved the remaining funds for L0698. 90th Ave bridge is set for 2024

    Kerry has contacted Chad Hildebrand (SWCD) and we should get a contract to sign. Kerry signed up 1 mile by Rae Rusnak, 2 miles north of the townline road with Leon Twp and 3 cuttings on 40 Acre Trail at $86.00 hr for tractor and mower.
New Business:
    February calls for service were 22
    Spring Officers Training is March 21 in Rochester: 8 AM - 3 PM. Fee per person is $75.00. John, Nancy, Kerry and Tamra all plan to attend. We will carpool.
    Tamra on vacation May 10 - 20. Will reschedule May meeting for May 25

April 20, 2023 Meeting Minutes

The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, April 20, 2023 by Vice-Chairman John Hegseth.  Member’s present were Supervisors; John Hegseth and Kerry Olson. Tom Shane was absent. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes. 2nd by John with correction stating the next meeting would be May 25 and should state April 20.  Motion carries. Treasurer's report read by Nancy. Motion by John to approve the treasurer's report. 2nd by Kerry. Motion carries.

Present Bills: Motion by Kerry to pay the bills 2nd by John. Motion carries.

Reorganization Meeting and Swearing in of Officers was called to order at 5:40 PM by
Vice-Chairman John Hegseth. John Hegseth was sworn in as supervisor and Nancy Hegseth was
sworn in as treasurer. Separate reorganization meeting information is filed. Regular meeting
continued at approx. 5:50 PM

County Commissioner Todd Greseth attended to give County updates. Still struggling with staffing issues. They have done a pay study. Used Facebook and did get jail officer applicants. They are reviewing the HHS Dept for possible consolidation. Todd was at the Capitol to address pensions for firefighters. Red Wing Police and Goodhue Sheriff share space and they need to get an updated rental agreement as it isn't fair for the Goodhue taxpayers to offset Red Wing police costs. Todd was thanked for attending.

Old Business:
Planning & Zoning: no update
    Roads: Kerry said that the roads are drying out. Roads rocked are 70th from 30 to Bombay. 60th from 30 to 44. 430th, 420th, 425th, 40 Acre Trail, 97th between 420 and 425. Those still with weight restrictions have to be done. Will review the roads when doing the road inspections.
    Road vacation: Discussion about having hearing on May 30 with onsite visit at 6:30 PM
and meeting at 7 PM. Tamra needs to check for timeframe for publishing and notifying the property owners.
    Bridges: Easements for 90th Ave Bridge have been signed and sent to the County. L0698
is completed as railings were the final item to be installed.
    Board of Appeals was held on April 20 at NOON. County said everything is up.
           Chad Hildebrand was waiting for the SWCD Board to approve the contract.
    Spring Officers Training was on March 21 in Rochester. John, Nancy, Kerry and Tamra attended. There was a question as to whether the road inspection is a meeting.
    
New Business:
    Road Inspections will be held on April 29 at 8 AM

    Kerry made a motion to accept the rock bid from Kielmeyer Construction for 2023 with delivered price of $8.50/Ton. 2nd by John. Motion carries.
    Motion by Kerry to open the minimum maintenance roads. 2nd by John. Motion carries.
Annual Meeting agenda items:
        John made a motion to donate $1000 to the Goodhue County Fair Board and $400 to the Goodhue County Historical Society. 2nd by Kerry. Motion carries.
        Kerry made a motion to certify the township levy as discussed at the annual meeting with General $30,000 Road and Bridge $145,000 Fire $22,000 Total $197,000. 2nd by John. Motion carries.
        Kerry made a motion to accept the resolution to offer a bounty of $20.00 per coyote and a $1.00 bounty per gopher plus ½ cost of bait. 2nd by John. Motion carries.
        Motion by John to approve March 12, 2024, for the township annual election and meeting with the same voting and meeting times as 2023. 2nd by Kerry. Motion carries.
    Tamra is on vacation May 10 - 20. May 25 will be the monthly meeting.

    Tamra had recieved an insurance renewal estimate and gave to the supervisors to review

May 25, 2023 Meeting Minutes

The  meeting of the Wanamingo Township Board was called to order at approximately 5:32 PM on Thursday, May 25, 2023 by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  

Building Permits: Nick Overby was present to request a building permit for a new house. The supervisors reviewed his information. John made a motion to approve Nick Overby's building permit. 2nd by Tom. Motion carries.
Clerk’s report was read by Tamra. Motion by Tom to approve the minutes. 2nd by Kerry.  Motion carries. Treasurer's report was read by Nancy. Motion by John to approve the treasurer's report. 2nd by Kerry. Motion carries.

Old Business:
Planning & Zoning: nothing to report
    Roads: Kerry said that blading is going good. Roads look good. April 29th was the road inspection and collapsed culverts were discovered on the town line road with Leon Township. Kerry met with Supervisor Marc Hernke and it was agreed to get them fixed. Kerry will facilitate and the costs will be shared. Three culverts need repair. Biggest issue is there is silt at the ends which need to be cleaned out. There is a T sign that needs to be reinstalled along with a stop sign replacement. Culverts need to be reshaped. Overall the road conditions looked good. Kerry plans on starting weed control the 2nd week of June. Kerry will document time spent so it can be reported for the grant reimbursement. Looks like the weeds on the West Woods road are dead.
    Road vacation: The supervisors reviewed 420th (Way) on a plat map and did not see where anyone would be landlocked. The road can still be used as a field road. Tom made a motion to approve Resolution #23001 regarding the vacation of a portion of 420th Street with an inspection of the area on June 21, 2023 at 5:30 PM and a hearing to follow at the town hall at 6:00 PM. 2nd by John. Motion carries. Tamra will send letters to the following residents impacted: Jeffrey T. Pullar, Lee Family Farms, Steven L. Rostad and George N. Rostad. A notice of the hearing will also be posted and published.
    Bridges: L0698 has been completed.     
    Chad Hildebrand had emailed Tamra the approved contract and will send additonal information for the Goodhue SWCD grant we had applied for.

New Business:
    April calls for service were 22
    Road Inspections were held on April 29 at 8 AM. Kerry covered this in his road report and has also put his notes in the Road book.
    Tamra has submitted the Project and Expenditure report to the US Treasury (ARPA dollars)
    Motion by John to hire Josh Lyon to mow the township property at $40 a time. 2nd by Kerry. Motion carries.
    Tamra has recieved the fully executed agreement for Bridge L0624 from the County.

Other:
    Kerry would like to have the township lease a JD mini-excavator for 200 hours of use for 12 months from time of delivery for $7999,99. Primary use would be to get the culverts taken care of and whatever else may be needed. Township would be required to carry insurance. John made a motion to lease the JD mini-excavator for 12 months with 200 hours with the lease amount of $7999.99. 2nd by Tom. Motion carries. Tamra will contact MATIT about adding this to our policy.
    Tom received a letter from Excel stating they are running new lines that may touch Wanamingo Township.

June 15, 2023 Meeting Minutes

The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, June 15, 2023 by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  

Building Permits: Tom and Julie Prauss were present to apply for a building permit for an addition to their home. The supervisors reviewed their information. John made a motion to approve the building permit. 2nd by Kerry. Motion carries. John Hegseth requested an Ag building permit. Information was reviewed. Motion by Tom to approve the permit. 2nd by Kerry. John abstains. Motion carries.
Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes. 2nd by Tom.  Motion carries. Treasurer's report was read by Nancy. Motion by Tom to approve the treasurer's report. 2nd by Kerry. Motion carries.

Old Business:
Planning & Zoning: nothing to report
Roads: Kerry stated that the blading continues. Chloride will be getting applied next week by Luhman's. Kerry has a list of residents that use them. Bryan Fredrickson has a separate applicator. Andrew Foss applies himself. Kerry has started to mow the top cut and weed control. He needs to do by Rae's. Leon township's mower is not working so they are using ours. The tractor is in for a sensor repair. Kerry said he needs to spray and work on the culverts. John would like to see a weed letter sent to John Keller as nothing has been done since the letter was sent to him in 2021.

Todd Greseth stopped in. He reported that many cities/employees are applying for PTSD wanting disability and their PERA funds. This will cause a financial drain. He also mentioned about Ray Shoenfelder applying for a community septic system for the Hader area. Not sure what the townships involvement for this would be. Ray had stated at the Board of Appeals meeting that he is currently unable to sell his property as his septic is non-compliant and he was told there is no place where he can install a new one. The Board of Appeals for the county will be on June 26 at 6 PM in Red Wing. Residents can voice their concerns. Todd was thanked for attending and giving us updates.

The road vacation inspection and hearing for 420th St. (Way) is scheduled for June 21. with the inspection at the site at 5:30 PM and the hearing at the town hall at 6:00 PM. Tamra had emailed the attorney on June 1 letting him know the board passed the resolution for vacation and we had set our dates but had no reply at the time of this meeting. Kerry said he had spoken with the Lee brothers and George Rostad and neither party had an issue with the vacation.

Kerry has started weed control and will be documenting dates, locations and time spent  for Chad Hildebrand in order to obtain the grant money from SWCD.

    Derek Melhouse had contacted Tamra as he needed to let the county know that no building permit is required by the township for any interior remodeling. Tamra sent an email letting the county know that.
    We have added the computer, printer and cameras to the MATIT Insurance policy.
    A thank you note from Goodhue Historical Society was received.
    The 2022 population estimate is: 398 with the household estimate: 159
    Tamra had been given a MN Dept of Employment letter from John that had been sent to Bonnie Hermann. It was past the date to reply. Tamra felt that as clerk she sends information to the state so they should know who the present clerk is.
    A Goodhue County Hazard Mitigation News Release has been posted.
    Tamra stated that the outside bulletin board's plexiglass is cloudy and anything posted is hard to read. She tried to clean it but nothing works. Motion by John to Replace outside bulletin board. 2nd by Kerry. Motion carries
Other Business:
    Nick Overby reported to Kerry that people are driving down his driveway and he wants to install a gate. He does have a camera installed. He needs to know where the township road stops and his driveway starts. The township does not plow private driveways so a turnaround may need to be installed. Tom said he would contact Matt Maring Auction as they handled the sale of the property.

July 20, 2023 Meeting Minutes

The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, July 20, 2023 by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said.  

Tom presented a survey map of the Nick Overby property as Nick wants to place a gate on the road. There will need to be a turnaround established for road maintenace.

Clerk’s report was read by Tamra. Motion by Tom to approve the minutes. 2nd by Kerry.  Motion carries.

Kenneth and Roger Lee were in attendance. Further discussion followed concerning the road vacation of 420 St. (Way). John had previously contacted MAT attorney Steve Fenske and had sent him a picture of the minimum maintenance road. Steve did call him back. Road is a dead end and only benefits the owners on either side. Road will just be shortened. Liability does not fall on the land owners if its vacated. An address change to "Way" is not necessary for the residents unless the Post Office requires it. Tamra did get an email (original sent to Donna Enzenauer) from Earl Merchlewitz with Goodhue County who was not sure when it was changed to "Way".  John did leave a message with Enzenhauer's. Kenneth Lee asked if the township could tear up the road so it's unusable. John stated no township funds would be used for that but as landowners they could do what they wanted. The dead end and no thru traffic signs will stay in place.

Tom made a motion to approve Resolution #23002 "RESOLUTION ISSUING AN ORDER VACATING A PORTION OF 420TH STREET". 2nd by John. Motion carries. Tamra will send a copy of the resolution along with  a notice of award of damages to impacted residents. It was pointed out that there is a 40 day appeal period if any of the landowners wish to pursue damages.

County Commissioner Todd Greseth was in attendance. In hearing the road vacation issue he felt the township was doing the correct thing. Kerry asked about Waste Management leaving the area. It seems they "bought out" the little guys only to decide they no longer wanted to service the rural areas. Highland Sanitation will be taking over some routes. Tom said alot of strewn garbage has been found in the road ditches. Kerry, Tom and Leah picked up quite a bit and did report it to the sheriff's dept. Jay Rechtzigel has quit Cherry Grove township, Todd said Roscoe Township outsources to O'Brien. Todd has fought for a pay study. Competing with Dakota County for staff.     Roads: Kerry is still grading. Mowing a 2nd time and spraying. Tom felt the roads are in great shape. Kerry will clean up the debris. Tom had received an email from Greg Isakson concerning giving up the road on the east side of Hwy 52.  The County is looking for imput at this time
    Bridges: no updates    
    Noxious weeds: Discussion about sending a letter to John Keller. Tamra will update the letter sent October of 2021 and state this is a 2nd notice. John Hegseth has seen no changes to the weed situation on the Keller property.

The MAT District 4 Meeting will be on Wed. August 9 in Arlington, MN
The lien release document has been recieved for the Intl truck from Santander. Kerry will look for the title.
    Need to replace the outside bulletin board. At the June meeting the board had already made a motion to approve the purchase so Kerry will go ahead and get one ordered.
Other Business:
    John has checked the township website and the meeting minutes were not up to date. Tamra stated she had sent those to Rae back in March and also requested a bill for the website usage. Do we need to see if someone else wants to put the minutes on the website?

Building Permits: Paul and Sherry Goplin were present to apply for a building permit for an additon to their house. The board reviewed their information. Tom made a motion to approve their building permit. 2nd by Kerry. Motion carries.

Planning & Zoning: nothing to report
    Roads: Kerry finished mowing the noxious weed areas for a 2nd time. He has mowed  2 rounds of top cut on all the roads. He felt the road conditions are in super shape.
    Road vacation: Kerry had talked with Kenneth Lee and his attorney wondered if a road closed sign needs to be posted on either end. No closed sign will be posted and the posts and gates will need to be pulled out. Jeff Pullar had talked with John and after the conversation he is okay with the situation.
    Bridges: no new updates    
    Noxious weeds: Nancy is concerned that residents are not taking care of their weeds. Do we put a notice in the paper? Many no longer get the paper, so who'll read it? Follow-up with the County for enforcement? It appears that the County is not addressing the weeds in their ditches either. Create a yearly newsletter to go to the township residents? We could discuss doing that at a later date.

New Business:
July calls for service were 29. Reviewed the issues with suspicious persons and illegal dumping. It was mentioned that there has been a black SUV seen in multiple areas.
A Wanamingo Fire Dept. Meeting was attended by John. The City wants to increase fees. They want to replace the pumper truck in the future and do some building improvements.
A thank-you note was received from the Goodhue County Fair Board
Kerry will follow up with Kent Billman for a Certificate of Liability and Federal ID number as Kent will need to be sent a 1099.
There will be several upcoming 4 Corners Training sessions for Clerks and Treasurers
There is a Goodhue Broadband Survey looking for public input.
Township has a credit from RDO as there were some returned parts and we were billed prior to the return.
There will be some 2023 LRIP (Road) Funding and Upcoming Webinars
Tamra no longer has access to the township's banking account since the bank updated their software. John will follow up with the bank.
    Tamra received an email from the County concerning funding for election hardware and software costs. Copies were given to the supervisors. After some discussion Tom made a motion to keep our portion of the funding. 2nd by John. Motion carries.

Planning & Zoning: nothing to report. Tom is interested in a position. Gregg Erickson has been on for many years so we'll see if he  wants to "retire".
    Roads: Kerry stated that blading is ongoing. He did not get 66th & 63rd done earlier but has now gotten gravel and bladed. He finished what he wanted to spray. Mower is hooked up and he will get out there. Chad Ryan has a brush mower that the township could rent at $85-$95 an hour. Could be used to clear back the brush in the right of way. John made a motion to go ahead and rent the brush mower. 2nd by Tom. Motion carries. Will rent when time becomes available.
    Culverts: ongoing
    Road vacation: We have gotten the final bill from the attorney
    Bridges: no new updates    
    Kerry has installed the new bulletin board

The board is not interested in a 2024 Sealcoat & Bituminous contract with the County

County Commissioner Todd Greseth stopped in and discussed the election funds. $11,000 was given to the County with 25% divided up to the Cities and townships. The County will cover the $480 a year maintenance fees.
Tom made a motion to reconsider the funding motion for election hardware and software costs from last month. 2nd by Kerry. Motion carries. Tom made a motion to allow the County to pay for election hardware and software costs. 2nd by Kerry. Motion carries.
Todd also said that the Landfill will only be open for 60 more days due to the MPCA. The County is working on  a permit by rule. They are working with Glen Steberg. No more in the ground debris will be accepted after the 60 days. They would still like to see the landfill be a collection point. It was mentioned that townships may see more garbage dumped if the landfill is closed. Todd stated that the Sheriff's Dept. has taken over the City of Goodhue. They are short 4 officers and looking at the actual costs for officers. They do not have any SRO's (School Resouce Officers) in schools. John and Nancy mentioned that at #1 and #30 there is overgrown willow blocking a driver's view. There had been cattle in the pasture which had kept the weeds down. Todd will ask Public Works about it. The board thanked Todd for the updates.

Roads: Kerry had gotten 2 road complaints. Dan Berg said on 66th Ave someone was tearing up the road. Kerry determined it was the kids on their 4 wheelers. Parker Erickson said 415th was getting washboarded. Shades of Sherwood traffic was now using that road due to the closure off of Hwy 52. Will keep it monitored. 
Culverts: waiting for the remaining crops to be out. Tom will help Kerry so we will need to have a resolution authorizing this.

Kerry mentioned that there were some suspicious persons dumping garbage in an abandoned farm yard. It was reported to the Sheriff's Dept. 
Board of Appeals is scheduled for Tuesday, April 23, 2024 at noon at the town hall. Tom will be out of town so both Kerry and John need to be in attendance.
The County sent an Updated Goodhue County Setback sheet. Tom wondered if that should be on our township website. Do we need to find someone to take over the website?
Town Road Mileage Certification is for 39 miles
Reported we have no Special Assessments for Taxes Payable in 2024
Presidential Nomination Primary (PNP) will be Tuesday, March 5, 2024
There is a Goodhue County EDA Summit on October 31 in Frontenac
Tom made a motion to have the Wanamingo Town Hall as the polling place for elections in 2024. 2nd by Kerry. Motion carries. 
 
Other Business: John attended the Zoom meeting for LRIP. He stated it was not a simple process with many steps. Kerry and Tamra had looked into that before and found the same issues.

Wanamingo Township November Meeting Minutes
 
The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, November 16, 2023 by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. Clerk’s report was read by Tamra. Addition of "weeds" was added. Motion by Tom to approve the minutes. 2nd by Kerry.  Motion carries. 
 
Building Permits: Peter Kreidermacher was present to  reapply for a revised storage shed. He had issues with the prior building contractor. It was pointed out that his property does not qualify as Ag so 
his permit will reflect that. He had already paid a prior permit fee so he will just pay the difference. He was informed that the permit is only valid for one year. Tom made a motion to approve the permit for a storage shed. 2nd by Kerry. Motion carries. 
 
Deputy Pierre Maves introduced himself. He is new to Goodhue County after working for Olmsted. He stated there had been suspicous activity on 40 Acre Trail. There was attempted theft at the Keller property. Two suspects were caught with a 3rd caught the next day.  There had been a DWI in Wanamingo, It appears that the catalytic converter thefts are slowing. The deputy was thanked for his service and for keeping the board updated.

Roads: Kerry said the roads are looking good. He has bladed and mowed. Matt Voxland has asked about a squished culvert on 430th and would like to see it repaired. 415th has been bladed following the complaint from last month. 60th Ave ditch has been mowed. 
 
County Commissioner; Todd Greseth joined the meeting. He stated there is a County meeting next week. They are working on the Landfill issue. They are trying to make it a transfer station and working on an extension. Land Use has to work on rezoning for that. The Sheriff's Dept has been busy with calls to Treasure Island, Red Wing, and Pine Island. The willow brush has been cut at #1 and #30. Kerry asked about the County having 2 side dump trailers in Kenyon. Todd said they are waiting for a tractor. The board thanked Todd for the updates. 
 
Culverts: Tom has looked at some and is making notes on what needs work. There is undermining on a culvert by Ali Coulter's (425th Ave). A culvert on the Leon townline road needs to be replaced. Tom was asked to keep track of his hours when he is working on the culverts.
 
Motion made by John to approve a Resolution Authorizing Contract with Interested Officer to hire Tom Shane to assist Kerry with maintenance duties. 2nd by Kerry. Tom abstains. Motion carries. 
 
Status of renting a brush mower is on hold. Have not had any further information on the 90th Ave bridge.

The 2023 Annual Meeting of MN Townships is on Dec. 7-9 in St. Cloud
The Road Vacation for 420th Street/Way has been recorded in Red Wing
Tamra had recieved a Permit Application form from Frontier Communications requesting permission to perform work on 116th Ave Way. Board was okay with that so Tamra will sign and return the form to Frontier. 
Kerry made a motion to close the Minimum Maintenance Road (West Woods) once hunting is done. 2nd by Tom. Motion carries.
 
Other Business: 
County has requested an Emergency Election Plan. We will use Emmanuel Church as a backup voting location.
Kerry has talked with someone about maintaining the township's website. Tamra said she is setting up a time with Rae to show her what needs to be done and we can then see what is involved.

December 21, 2023
 
The  meeting of the Wanamingo Township Board was called to order at approximately 5:30 PM on Thursday, December 21, 2023 by Chairman Tom Shane.  Member’s present were Supervisors; Tom Shane, John Hegseth and Kerry Olson. Clerk; Tamra Berg and Treasurer; Nancy Hegseth.  The Pledge of Allegiance was said. Clerk’s report was read by Tamra. Motion by Kerry to approve the minutes. 2nd by Tom.  Motion carries. 
 
Calvin Steberg was present to address the board with concerns of the closure of the Wanamingo Demolition Landfill. He stated the County had a zoning meeting on Monday. The dump is scheduled to be capped in the spring. Todd Greseth is working on getting a transfer site on this end of the County. There are concerns about more ditch dumping where the townships will have to dispose of the debris along with travel costs. County wants to get out of monitoring the landfill. There will be issues involved with having a transfer station privately run. Calvin presented the board with a Township Approval Request with 2 parts. One, stating the township supports having a transfer station on the existing Wanamingo Demolition Landfill site. Second, the township supports having a transfer station run or managed by Goodhue County on the existing Wanamingo Demolition Landfill site. Tom made a motion to support the Township Approval Request as presented. 2nd by Kerry. Motion carries. Request was signed by all the supervisors and a copy made for the township's records. 
 
Treasurer's report was read by Nancy. Motion by John to approve the treasurer's report. 2nd by Kerry. Motion carries. Nancy said she compared income from 2023 to 2022 and saw a difference with less income in 2023.

Old Business:
Planning & Zoning: nothing to report. 
Roads: Kerry felt the roads are above average. He is seeing more washboarding due to the mild weather. He has put the mower away. Trees will need to be cut and pushed back off the right of way. Tom wants to get the culverts cleaned out before the ground freezes. Will focus on 
getting the culverts taken care of as the excavator lease expires in June and concerns about what spring will be like. Culvert on 425th needs to be looked at. This was a bridge replacement done by the County in 2015. There appears to be erosion around the area. Culverts that have become damaged by the mower will have to have the steel ends cut back. Culvert on 430th will need to be torched although Kerry felt that damage was probably done by heavy field equipment.
 
New Business:
November calls for service were 40
March Township Election information: Supervisor and Clerk positions are up for re-election. January 2 – 16 is the Candidate filing period. Candidate filing closes on the 16th at 5pm, January 18: is the last day for a candidate to withdraw from the election. Absentee voting begins on Feb. 9. Township Election will be on Tuesday, March 12, 2024 from 5-8 PM
Presidential Nomination Primary (PNP) will be Tuesday, March 5, 2024
Tamra has been sent tentative training dates from County
John was told that there was an "uproar" at the 2023 St. Cloud Annual Conference. Police were called but unsure as to what the problem was. There was an email sent from MAT stating there is a lawsuit against the MAT Director and the Board President. Legal fees will be paid for by MAT. 
Tamra had scheduled a time to meet with Rae to go over the website but there was a conflict.
